This Request for Proposals (RFP) is not a tender/bid and is not subject to the laws of competitive bidding. No bid contract or agreement is created by submission of a proposal. Any use of the word bid/tender is strictly related to terminology inherent in the Bids&Tenders online procurement platform. Any use of “Bid or Tender” should be read an interpreted as “Proposal”. Any use of “Bidder or Bidders” should be read an interpreted as “Proponent / Proponents”.

This is a Public Request for Proposals. 

The major components of the construction management / general construction contract include the following:

  • Construction of a new raw water intake pump station, including process pumping system upgrades, analytical instrument upgrades, and electrical/instrumentation/control system upgrades
  • Construction of new raw water transmission pipeline, including all related civil works 
  • Upgrades to the existing raw water transfer pump station, including process pumping system upgrades, analytical instrument upgrades, and electrical/instrumentation/control system upgrades
  • Construction of a new water treatment plant, including site preparation, earthworks, concrete potable water reservoir, and custom steel building 
  • Supply and installation of all related civil, architectural, structural, process mechanical, HVAC and plumbing, electrical, instrumentation and control works
  • Dormancy of existing systems
  • Programming
  • Quality Control Testing by Independent Inspection and Testing Agencies, paid for by the Contractor, to ensure construction is completed in accordance with the Contract Documents and to all recommendations of the Geotechnical Investigation Report
  • Field Testing, Pre-Start-up, Start-up, Programming, Operation and Maintenance Manuals, Commissioning, Training, and Warranty Services

PRE-BID MEETINGS

Two (2) mandatory pre-proposal meetings will be held during this RFP. Refer to document 00 21 16 - Instructions to Proponents – CMAR for further information.
